The failure of our Governor and Members of the General Assembly to come to a budget resolution for FY16, 11 months into the fiscal year, undermines the business environment in Illinois. It underscores the unstable and uncertain conditions under which human and social service agencies – and all businesses – operate in Illinois. With no budget resolution, there is no clear path outside of the courts to be paid in full for services rendered under legal and binding contracts. We cannot stress enough that this impasse affects every organization doing business in Illinois. We all need certainty, predictability, and a rock solid assurance that we will be paid for the work done under contract. This is the foundation of our economy. It’s just good business.
